NYPD going literally out of it's way to ticket a cyclist for no helmet, which is, of course, not illegal.

Manhattan Bridge

Apparently, cyclists are about to have to return to the south side of the bridge, aka, the most unused piece of real estate in NYC. Maybe this is why DOT workers were seemingly recreating a Buster Keaton movie on the bridge last night.
